To begin the expansion, you need to at least complete the first main story quest in the game called One Small Step. Afterwards, when you travel to another system (that isn't used for a mission or encounter), you'll receive a distress call from a space station called The Oracle. Docking here will begin a quest called What Remains, which begins the expansion.
